Interview with Marin Barriuso Spannabis Barcelona in 2014, which talks about the timeliness of the Marijuana legal in Spain and Europe, and the projects conducted since the FAC (Federation of cannabis)

We’re here with Marti Barriuso, we’ve attended to his talk on 2014 Spannabis, we attended to your Conference
and from Alchimiaweb we leave you this window open to see if you can give us a message so a little general of the current situation
and of what are your short-term projects.
Hello, the first, all right then, is to thank you for this little window to tell to the people that we’re in a critical and
crucial moment in the debate over Cannabis in Spain
because we have conquered a lot of things in the past 20 years,
we have achieved a radical change, there has been a change in the social perception of cannabis,
there have appeared lots of associations, but our winnings are extremely fragile,
We are in a brutal repressive offensive on the part of the central government;
it’s coming up the new traffic law, the law of the citizen security, the instructions of the public Prosecutor’s Office,
a harder penal code, they will make us the things very very very complicated, they want to throw us to the sea,
and well,  in face of that, since the FAC,
we are promoting a political project which aspires to promote a comprehensive regulation of Cannabis
a law that ranges from personal use, up to the a possible commercial distribution, reducing risks, the seeds, a little of everything,
We believe that the time has come to instead of trying to settle within ambiguous laws, that doesn’t protect us adequately,
what we have to achieve is a stable, secure and clear, legal framework which can be able to contain different models,
and well, now I’m in this labor of coordinating the debate on a proposal for a regulation
by presenting it to Parties, Institutions, Experts, NGO’s, etc…
and what we are trying to do is this, that in a couple of years in Spain we can have a legal reform because
like those that are taking place in other countries because the truth is  that in a short-term, the outlook is very worrisome.
To encourage a little all in general, we are talking about specifically what is Spain,
at UN level there are, like it seems and as you have mentioned us,  fairly  positive developments,
more than anything for take into account…
At least for listen to us, no? To know that cannabis is in this world and for humanity it apparently seems to open the door a little to recognize it and to take it into account, is it so?
Yes, well, there are very interesting movements at international level, overall in America and in Europe,
in this sense is to emphasize what said the director of the office of the UN against drugs and crime, Mr. Fedotov the UN anti-drug czar,
who has recognized that, well, that the objective of the UN treaties isn’t to make a war against drugs
but to protect the physical and moral health of humanity,
that excesses are being committed as the death penalty for trafficking drugs and barbarities of this style
however you must keep in mind that at the same time that there are countries which progress, and there are others which move backwards.
there are countries in a very prohibitionist and repressive line,
then well, because we have to try to strengthen this line of positive criticism,
in fact at the meeting of the Commission on narcotic drugs, which is taking place in Vienna these days,
it seems that one of the expressions that is used more is change in policy.
Finally this is already in the debate; the people are considering that this does not work,
and well, little by little it’s sussing the new mentality that drugs are a question of health and not police,
and well there is resistance, there are tensions, but I think that  in general the progress is positive,
in general, there is hope, I’m optimistic, reasonably optimistic, ready to receive some slaps in the back of the neck in the near future,
but well, you already know what says the refrain, something like  “ they bark then we ride”
or what said, I’m not sure if it were Gandhi, or someone,
“First they ignore you, then they laugh at you, then they fight you, then you win”,
well so it seems that we have entered in the phase three, to see when we entering the phase four.
