I don't imagine that the flowers you've bought are in any way related to these seeds, this variety is a CBD-rich hybrid of the world-famous Bubba Kush clone with a CBD Variety, giving a 1:1 CBD/THC ratio. It's hard to say without seeing the label, but I imagine that what you bought are industrial hemp flowers that may or may not have some relation to the original Bubba Kush, however, I doubt it. What's more likely is that the manufacturers have simply used the name Bubba Kush to help sell the product, or it may be Industrial hemp sprayed with the terpene profile of Bubba Kush. In short, if it says THC-free then that's what it should be, you should be able to smoke it without any worry of testing positive for THC, but I would verify this with the smoke shop where you purchased the buds to be certain. I'm sorry I don't know if I understand correctly. I assume you have some CBD oil which says it has a CBD content of 16,5%. It is perfectly possible that a company uses a 8% THC and 8% CBD strain to make the extracts, but separating THC from CBD. That's why the plant might also have THC, while the oil doesn't (as you say, that CBD oil would be illegal). They just separate the different cannabinoids and use them to prepare their oils.
